IP Midwest: Missouri lawmakers propose bills to help those wrongfully imprisoned

A Missouri house committee hearing Wednesday focused on a pair of bills that would aid prisoners who are serving time for crimes they did not commit.

Under HB 1075 and HB 731, all prisoners in the Missouri Department of Corrections would be allowed to raise a freestanding claim of actual innocence. According to the bills, courts would be allowed to considered evidence originally presented at the initial trial or appeal hearings, as well as any new evidence.

The legislation states judgements will be vacated if the court finds there is clear and convincing evidence that undermines the confidence of the judgment.
